Metadata buckets
In addition to data buckets, there are two metadata types. The EOS
bucket is crucial: it must be sent at the end of a data stream, and
it serves to signal the end of incoming data. The other metadata type
is the rarely-user FLUSH bucket, which may occasionally be required,
but is not guaranted to be propagated by every filter.
